A Microsoft Engineer at Microsoft Answers forum responded on October 12, citing Windows Latest: "We are aware of this problem and expect to release a solution in late October." At the time of writing, Microsoft had not updated the release notes for this month's patch Tuesday (KB4517389) to mention the long-standing problem of Windows 10 Start Menu. It's not clear whether the problem is widespread, but it's hoped that Microsoft will eventually fix it in the next patch of Windows 10 1903.
